With frequency stability being challenged in modern power systems, transmission system operators have been designing new mitigation measures, such as fast response (FFR), to maintain operation security of systems. To accommodate technical requirements control services (FCSs), the corresponding should be implemented at asset controllers enable responses. However, counteraction can arise between plant and during provision FCSs. In this paper, a novel hierarchical approach is proposed allow hybrid plants (HPPs) provide three types FCSs, namely FFR, containment (FCR) restoration (FRR). solve issue, an innovative observer (FROB) proposed. The FROB controller (HPPC) accurately estimates initiated by controllers, obtained estimation used for compensation HPPC avoid counteraction. Design guidelines robustness analysis are then discussed.
